OVERALL, PURPOSE OF THE ROLE
This role is responsible for operate in accordance with the crewing processes to ensure that each vessel assigned to them is manned with qualified, certificated and medically fit seafarers in accordance with national and international requirements. Also, the vessel is adequately and competently manned within a prescribed budget in accordance with the applicable ship management/crew management agreement; and to report all deficiencies to the Crew Manager.
KEY
RESPONSIBILITIES:
· Assisting in planning the appointment of personnel within his/her control in accordance with Navilands Management System, agreed terms
and conditions of employment and specified experience/qualification
requirements.
· Assisting the Crew Manager to ensure that manning levels
comply with the Flag state and international requirements and are compatible with maintenance needs and trading patterns.
· Maintaining the Crew Rotation Plan for the assigned vessel.
· Ensuring all mobilized seafarers meet Navilands Management
System recruitment and mobilization criteria.
· Planning crew changes in advance to meet operational and
budgetary requirements.
· Ensuring that pre-joining briefing is effectively performed.
· Planning and arranging senior officer visits/briefing to the
Ship Management entity in liaison with the Technical Department.
· Liaising with the Agents at the port / place of engagement
or disembarkation keeping them informed of travel arrangements made.
· Maintaining accurate and up to date records in Open Ocean
Studio (OOS) Crewing Module.
· Assisting in the management of the performance appraisal
system including close liaison with various reporting officers, creating training actions and the updating of records.
· Ensuring that the post sign-off contact with crew is effective and debriefing reports are completed and bought to the attention of
the Crew Manager.
· Assisting in the preparation of budgets and adherence to
those budgets through effective cost control.
· Assisting in the monitoring of P&I claims and medical cases.
· Assisting in preparation of reports as required.
· Making travel visa arrangements including US Visa arrangements.
· Supporting the welfare of the crew and their families as required.
· Promoting the concept of HSQE excellence throughout the Company’s organization.
· Implementing Company policies and objectives with regard to HSQE and ensuring that these objectives and targets are established at relevant functions and levels within the organization.
