Responsibility主要職責: 1.Prepare and issue RFQ to vendors and monitor the submission of vendor proposal.準備并發(fā)布招標詢價文件,并跟進供應商的投標報價方案提交。 2.Interface with other Sections (Engineering,Project Management Team,Production, QA/QC) for smooth process of RFQ and completeness of the Bid.與設計、項目組、建造、質量等部門對接,確保詢價流程順利,招投標過程完整。 3. Respond VENDOR clarifications and participate in bid clarification meetings as required.響應供應商技術/商務澄清,參于澄清會議。 4.Resolve technical non-conformance/discrepancy with VENDOR/SUPPLIER.參與解決與供應商的技術不符合/不一致問題。 5.Evaluate VENDOR / SUPPLIER proposal and prepare Commercial Bid Evaluation.評估供應商提案并準備商業(yè)投標評估。 6.Perform negotiation with VENDOR / SUPPLIER on the commercial aspects and general terms and condition.進行商務條款談判。 7.Prepare, issue and administer PO and participate KOM as required.準備、發(fā)布和管理采購訂單,并組織參加開工會。 8.Expedite the submission and approval of vendor documents.敦促供應商文件提交批準。 9.Expedite the delivery of the ordered items as per PO/Commitments.根據采購訂單/承諾要求,加速訂單催辦交付。 10. To liaise with Vendor &QA/QC for the required inspection.與供應商和質量部門協調進行必要的檢驗安排。 11.Coordination with Logistic/Shipping Controller to ensure that shipping arrangements are made.與物流/運輸人員協調確定運輸事宜。 12.Coordinate with material controller to ensure that requisitioned materials have beendelivered on site without shortage, damage and discrepancy.與材料工程師協調,確保材料按時送達現場,沒有短損差異。 13.Checkingthe correctness of invoice documents and monitor/control vendor's payments.檢查發(fā)票文件的正確性,監(jiān)控供應商付款。 14.Prepare and update procurement/expediting status reports.準備并更新采購/催交狀態(tài)報告。 15.Obtaining vendor assessment and vendor performance evaluation process獲取供應商評估和供應商績效評價流程。 16.Support the bidding and enquiry work of the Commercial department according to requirements and plans按要求和計劃支持市場部投標詢價工作。 17.Assist or perform other functions and responsibilities as requested by Manager.根據經理的要求,協助或執(zhí)行其他職能和責任。 Qualification任職要求:1.Bachelor's degree in engineering or related discipline (Technical background is advantage)工程或相關專業(yè)學士學位(技術背景優(yōu)先) 2.Minimum five (5) years of working experience in similar positions in EPC projects for offshore oil and gas.海上油氣EPC項目5年或以上相關采購工作經驗。 3.Has worked in offshore Oil and Gas environment as buyer. Familiar with offshore Oil & Gas module Piping equipment,valves, and materials procurement governance and process .曾從事海上油氣行業(yè)平臺組塊管線、機械設備、泵閥、特殊件、非標件和材料采辦工作,熟悉海上油氣項目采辦管理流程。 4.Good problem solving and cost analysis skills具備良好的問題解決和成本分析能力。 5.Good in multi discipline coordination and strong in negotiation skills.具備跨技術專業(yè)/部門協調能力及商務談判能力。 6.Having good knowledge reserves in international trade, law, finance and taxation, etc具有較好的國際貿易、法律、財稅等知識儲備。 7、Has good interpersonal communication and teamwork spirit, sunny and cheerful, strong ability to handle pressure.具有良好的人際溝通和團隊協作精神,陽光開朗,承壓能力強。 8、No nationality restrictions. Fluent English. Chinese proficiency is preferred. 不限國籍,英文流利,會中文者優(yōu)先。
